This report, "Offshore Wind Policy and Market Assessment – A Global Outlook" (December 2014), was produced by the FOWIND consortium (led by the Global Wind Energy Council, with DNV GL, CSTEP, GPCL, WISE, and IL&FS) and co-funded by the European Union, as part of a four-year EU–India project to help build a roadmap for a commercially viable offshore wind industry in India, focused initially on Gujarat and Tamil Nadu. Since India had no offshore wind capacity or finalized policy at the time, the report examines the market status, cost trends, financing trends, and challenges of six established offshore wind markets — the UK, Germany, Denmark, Belgium, Netherlands, and China — through detailed policy case studies covering land/seabed tenure, permitting, grid connection, and financial support mechanisms in each, before distilling these lessons into six concrete policy recommendations for Indian decision-makers in its concluding chapter.
