A pioneering offshore LiDAR wind measurement campaign was conducted by NIWE at the Gulf of Khambhat off Gujarat's coast from November 2017 to November 2018, using a WindCube V2 LiDAR installed on a monopile 23 km from shore, alongside a 100 m coastal mast at Jafrabad for validation. The study recorded mean wind speeds of 6.83–7.92 m/s across 40–200 m heights with power densities of 243–379 W/m², strongest during the southwest monsoon, and SSW as the dominant wind direction. The LiDAR showed excellent correlation with the coastal mast (R² > 0.80) and prior validation against a 120 m met mast (correlation >0.997). This landmark study delivers critical ground-truth data supporting India's National Offshore Wind Energy Policy and FOWIND-identified zones, while also revealing the practical challenges of offshore measurements and the necessity of sustained data collection for reliable resource assessment.
