Designation: Director General of NIWE, Head of the Department

Responsibility

Director General is responsible to the Governing Council to achieve targets and to oversee the smooth functioning of the programme(s) of NIWE. The duties and responsibilities are:

Business of the NIWE

Director General to carry on the work of NIWE under the control of the Governing Council and in accordance with the Rules and Regulation for the administration and management of the NIWE. In the case of an emergency, he may take such action as may be necessary and report it to the Chairman of the Governing Council.

Direction and control of the Staff

All members of the staff of the NIWE shall be under the general control of the Director General, who may issue standing orders from time to time.

Sanction of Expenditure

The budgeting year of NIWE starts from April 1st and ends on 31st March of the following years as being followed by GOI. All expenditure within the budget grant shall be approved and sanctioned by the Director General, or a member of the staff to whom power has been delegated by the Director General subject to the following conditions:

  • Expenditure beyond the approval limits of budget in respect of heads other than salaries / allowance and EPF shall require prior consent of the Chairman.
  • Expenditure on foreign travel of any employee of the NIWE shall be with the prior approval of the Director General.
  • No re-appropriations shall be made between provisions under various heads of the budget grant without the prior consent of the Competent Authority.

Supervision of work

The Director General shall exercise general supervision over the programme(s) of the NIWE.

Annual Report

The Director General shall submit the Annual Report of NIWE, to the Council each year.

Authority

Power, functions and duties of the Director General

The Director General shall prescribe, on behalf of the Council, the duties of all officers and staff of the Society, and shall exercise such supervision and disciplinary control, as may be necessary in accordance with the rules.

It shall be the duty of the Director General to co-ordinate and exercise general supervision over all the activities of the Society.

The Director General shall be responsible for the day-to-day management of the Affairs of the Society, and shall exercise powers as Head of the Department under the overall direction, Superintendence and control of the Chairman of the Governing Council [GC] NIWE, and shall have full powers to approve/sanction expenditure upto the sanctioned Budget subject to such restrictions as may be imposed by the Governing Council from time to time.

The Director General shall be responsible for realizing the mission of the Institute and creating an environment conducive for nurturing of innovation and high class Research and Development [R&D] and other Scientific and Technological [S&T] activities.

The Director General shall be the ex-officio Secretary of the Governing Council, and such other committees or bodies as may be determined by the Council.

The Director General shall maintain a record of the proceedings of the Society and of the Governing Council, and shall perform such other authorities and duties, as may be determined by the Governing Council.

Designation: Deputy Director General (F&A) / Director (F&A)

Responsibility & Authority

  • To ensure that the processes of the quality management system are established, implemented and maintained.
  • Shall deal with all matters relating to Finance and Accounts of the NIWE and shall be responsible for maintenance of accounts.
  • Shall be responsible for managing the funds of the NIWE. To see that all moneys received by NIWE through grants, donations, gifts etc., are deposited in the Bank Accounts of NIWE and arrange payments on behalf of the NIWE there from.
  • To prepare the Annual Budget, supplementary Budget Estimates for submission to the Board.
  • Responsible for the banking operations of the NIWE and for the maintenance of Annual Accounts etc. as per the directive of Comptroller and Auditor-General of India.

In addition, all matters concerning to the NIWE Administration shall act under the general control and order of the Director General.

Director (Admin & Finance) shall exercise such powers as may be delegated from Director General from time to time.

Designation : Scientist (B to F) / Deputy Director General / Additional Director/ Deputy Director (Technical)/ Assistant Director (Technical)

Responsibility & Authority

  • As Head of Group or Division exercise overall control on scientific, technical activities of the Group of Division relating to the Project Management & Monitoring, Expert Systems, Data Base Management, Management Information Systems, System Software Design, Computer Maintenance Management disciplines.
  • Responsible for formulation, planning, implementation, coordination and supervision of the R&D activities and the service activities of the division under his responsibility.
  • Resource Survey, Assessment, Mapping and Dissemination.
  • Planning & implementing mission mode responsibilities in a time bound manner.
  • In general, giving leadership and innovative thrust for all technical and field level activities falling within the charter of responsibilities given from time to time.
  • The Officers required to undertake field visits for successful implementation of the Project with reference to all technical aspects.
  • Management of NABL-17025:2005 activities for Testing of large Wind Turbine
  • Management of ISO 9001:2015 activities.
  • To carry out other office duties allotted by the senior officer / Division Head/ Department Head.
  • Such other functions and Duties as assigned by Competent Authority from time to time.

Designation : Junior Engineer/ Assistant Engineer/ Technician

Responsibility & Authority

  • Installation & commissioning of WMS
  • Site visits for consultancy work
  • Site works related to offshore
  • Maintenance of WTG generation data
  • To check and prepare necessary instrumentation (cables, sensors, transducers, data acquisition systems and related accessories) for the measurement project
  • To instrument the met mast and the wind turbine as per the guidance of the Project Leader / Test Engineer and Quality Manual
  • To establish the measurement system
  • To assist the project team to conduct the measurements as per test plan.
  • To trouble shoot the faults in the measurement system / setup
  • To dismantle the measurement system after completion of the project.
  • To maintain quality management system as quality coordinator.
  • To carry out other office duties allotted by the senior officer / Division Head / Department Head.
  • Such other functions and Duties as assigned by Competent Authority from time to time.

Designation :Administrative Staff (Administration / Accounts / Audit / Stores & Purchase ) / Deputy Director General (F&A)/ Assistant Director (F&A)/ Administrative Officer (S&P)/ Executive Assistant

(a) Administration:

  • Establishment and service matters of S&T and Administrative staff
  • Training & Deputation
  • Transportation & Logistics Management
  • Employees Welfare & Redressel of Grievance
  • Preparation of Pay Bills, supplementary bills and disbursement of monthly salaries, Recovery of Income Tax of Officers and Staff.
  • Passing of Bills related to Traveling Allowance, Leave Travel Concessions.
  • Advances and withdrawals, Medical Reimbursement bills, contingency and miscellaneous expenditure.
  • Payment of all terminal benefits
  • RTI & Records Management
  • Implementation of Official Language & Parliament questions and laying of annual reports in Parliament.
  • Selection and appointment of S&T and Administrative personnel
  • Promotion, Posting and Transfer of S&T and administrative personnel Vigilance and Disciplinary matters
  • Legal and Court matters
  • To carry out other office duties allotted by the senior officer / Division Head/ Department Head.
  • Such other functions and Duties as assigned by Competent Authority from time to time.

(b) Finance & Accounts :

  • Compilation of monthly Accounts
  • Payment of Tax Deduction at Source (TDS)
  • Tax Deductions & Filing (GST Etc.)
  • Processing of supplier bills for payment.
  • Formulation of Budget of the Centre/Project
  • Expenditure Control and Internal & External Audit
  • Issue of cheques, Reconciliation and verification of date-wise monthly statement from Bank.
  • Balance Sheet of NIWE-Account.
  • Annual Budget Report.
  • To carry out other office duties allotted by the senior officer / Division Head/ Department Head.
  • Such other functions and Duties as assigned by Competent Authority from time to time.

(c) Stores & Purchase :

  • Procurement and Storage of materials, equipments, office stationary, furniture & fittings and services right from indent stage to awarding of contract.
  • Source Selection and Registration of Vendors
  • Processing of Indents and Tender Documents, in compilation of rules & regulations issued from time to time.
  • Receipt and Opening of Tenders
  • Preparation of Comparative Statement and Commercial evaluation.
  • Terms & Conditions and Formulation of Purchase Order/Contract
  • Approval of Purchase & Contract Finalization Committees concerned
  • Organizing negotiations
  • Issue of Purchase Order/Award of Contract
  • Post-Contract Management & Monitoring
  • To arrange for, in compilation of rules & regulations issued from time to time, agreements and contracts with Private Industries/ Consortia for procurement of strategic items and fabrication works.
  • Receipt, inspection, acceptance or rejection of stores and lodging of claims. in compilation of rules & regulations issued from time to time.
  • Issue of materials and equipments to the concerned user Department / Division.
  • Maintenance of all office equipments& furniture and finalizing annual maintenance contract.
  • To maintain stock of Capital items & to organize physical verification periodically.
  • To maintain stock of Consumable items & to organize physical verification periodically.
  • To carry out other office duties allotted by the senior officer / Division Head/ Department Head.
  • Such other functions and Duties as assigned by Competent Authority from time to time.

Designation: Private Secretary / Stenographer (Executive Staff Officer / Executive Secretary (I/II).

  • E-mailing correspondence, filing papers, making appointments, arranging meeting and collecting information so as to give the officer more time devote him/herself to the work in which he/she has specialized.
  • To maintain the confidentiality and secrecy of confidential and secret papers entrusted to him/her.
  • To exercise his/her skill in human relations and be cordial with the persons who come to meet/contact with his/her officer to whom he/she is attached with.
  • To take dictation in shorthand and submit its transcription in the best possible.
  • Fixing up / canceling of appointments as the case may be.
  • Screening the telephone calls and the visitors in a tactful manner.
  • Keeping an accurate list of engagements, meetings etc. and reminding the officer sufficiently in advance for keeping them up.
  • Maintaining, in proper order, the papers required to be retained by the Officer;
  • Keeping record of the movement of Paper (s) / Documents / files, submitted to his/her officer and other officers.
  • Prepare required report/ statement needed for submission by the officer.
  • To carry out other office duties allotted by the officer to whom he/she is attached.
  • Such other functions and Duties as assigned by Competent Authority from time to time.

Designation : Driver

  • To drive the assigned government / office Vehicle / Car.
  • To keep the vehicle tidy, neat and clean.
  • To maintain the office vehicle in full running condition.
  • To make necessary entries in the office vehicle log book for the journey performed by the officer and obtain his /her signature.
  • To make monthly statement of the office vehicle’s logbook in proper order.
  • To attend the minor mechanical and electrical works as needed/ assigned.
  • To carry out other office duties allotted by the senior officer / Division Head / Department Head.
  • Such other functions and Duties as assigned by Competent Authority from time to time

Designation : Multi-Tasking Staff(MTS)

  • Maintenance of records of the section
  • General cleanliness & upkeep
  • Carrying of office files & other papers in office
  • Photocopying , sending of FAX, etc
  • Assisting in routine office work like diary, dispatch etc.,
  • To carry out other office duties allotted by the officer / Division Head/ Department Head.
  • Such other functions and Duties as assigned by Competent Authority from time to time.
